Try cygstart instead of start.
    

Nice.  That worked;  So I plug in "cygstart acrord32 %o" and now I can
get the reader launched from Emacs.

You could even delete "acrord32" and just use "cygstart %o", assuming that acrord32 is the default windows program for viewing pdf files.
