What is the difference between %s and %t in TeX-expand-list (was [AUCTeX] Change the TeX run command)

That info section is very nice.  Now, the example uses %s in the
command specification, while most of
the commands use %t.  The two are defined as follows:

 ("%s" file nil t)
 ("%t" file t t)

What is the difference between the two.  I did not follow the code in
TeX-command-expand.
