[AUCTeX] Support for ChkTeX

Dear AUCTeXers,

I've been meaning to send this for a long time.  The seemingly high volume of 
patches flying around has finally goaded me into doing so.  Right now AUCTeX 
has a command to run lacheck, but not one to run chktex.  Since the latter is 
far superior (at least in the mind of it's current maintainer, a.k.a. me) and 
ChTeX already ships it's own elisp file to add support, I thought it would be 
better to simply include it in AUCTeX itself.

I hope everything is in order with the patch.  I also have commands in my 
.emacs for texcount, latexmk, and running makeindex for nomenclature files.  I 
don't know whether they would also be of interest to a more general audience.

I have copyright assignment papers on file with the FSF.
