Details:

See title. With this substitution (patch attached) the macro works properly.

The existing form causes --enable-portable-binary in generated configure
scripts to be a no-op, which bit me when I gave that option to the configure
script of a project using this macro but the binaries still died with SIGILL
when run on a different machine.
