Subject: [Automake-NG] [FYI] [ng] remake: use '.am/nil' target instead of 'am--refresh'

* lib/am/configure.am: Here.  No need to define another do-nothing
target (i.e., 'am--refresh') now that already have a generic one
(i.e., '.am/nil').
