I must confess to not have been sure whether it was present vs past, or
active vs passive.  FWIW,  info standards "Simple Changes" contains:

|    * keyboard.c (Fcommand_execute): New arg SPECIAL.
|    All callers changed.

as an example; or later:

|    * frame.h [HAVE_X_WINDOWS] (FRAME_WINDOW_P): Macro defined.

But also simple present is used.  I could not find a direct reference to
what should be used.  Neither in gnits.info.

Anyway, personally I don't care much, so unless there are reasons to
prefer one, I'll just go with what the maintainer prefers.
