[PATCH] PATH: quote $(PATH_SEPARATOR) as well

On OS/2, $(PATH_SEPARATOR) is ';'. Without quote, it is recognized as
a mark of end of sentence.
* Makefile.am: quote $(PATH_SEPARATOR) as well.
* t/Makefile.inc: Likewise.
