Relying on Makefile.am to produce the manpages works.
Now I just have to figure out why someone thought that openSUSE
should create the manpages directly... :)
The following command, using automake's help2man, also fails:
perllibdir=lib ./doc/help2man -S FSF ./aclocal \
>/var/tmp/bduilroot/usr/share/man/man1/aclocal.1
