What are you using as a power supply...? How much current are the pins supposed to be sourcing?
Its a standard 7805 circuit..The pins are driving BC557 (PNP) transistor bases via 4k7 base resistors. And the emitters are connected to Vcc.
E | VCC 4k7 / PIN----^^^^--| B \ C |_____ to load.
