I think it would require a bit more of a change, because AFAICR these
controllers need a RESET signal that is active high.  This needs to be
implemented in avrdude first.

Patches are welcome. ;-)  Alternatively, send me a letter containing
such a controller, plus a hex file that flashes the LEDs of an STK500,
and I might look into it.
