You basically need a Cygwin environment if you wann compile it
yourself.

However, if you unpack the compiled tree from elsewhere (like, from a
Unix distribution), and dump it plain over your Windows tree, that
ought to work.  Obviously, you'll lose the Windows uninstaller
functionality for files that are completely new in this release (if
any), maybe even for other files in case the uninstaller keeps a
checksum of each file (don't know, don't have Windows here).
