What would be the problem with using AVR Studio or GDB with a JTAG OCD
interface?
AVR Studio is free from Atmel.
GDB comes with WinAVR and is free from AVR Freaks and other places.
Atmel's JTAG OCD interface is called JTAG ICE and is about $300 but you can
get "clones" such as mine (the AVR ICE-Cube, see http://www.ecrostech.com)
for a great deal less.
