Back in the bad old days a -15 was a 150 ns part. To answer the power consumption and timing questions one must find the data sheet specific to the proposed component.

As for heating, back in the bad old days we used to stack DIP 62256-12's on top of each other in parallel leaving the chip select pin hanging out of the upper chips to be z-wired to address decoders. Never observed any warming of these parts.
