But you didn't answer my question: are you sure your clock is OK?  Are
you running off the internal RC oscillator, or did you really switch
to an external crystal?

I can't see obvious errors, but then, it's always easy to miss a typo
in assembly.  I'd prefer to write that in C.  You can find examples
for that in the avr-libc examples.
