That's not the point.  The registry key itself is not a too bad
idea, as it fits into the Windows world.  What's a bad idea is
to prefer the value of that key over an environment variable,
so once the admin set that key (e.g. since the WinAVR installer
did it), the user no longer stands a chance of an override.
