Well, I suppose so. It's difficult enough to keep track of all of the
AVR stuff across multiple open source project, much less try to track
the MinGW target.

Typically the MinGW project is always short of help and volunteers (all
of the projects are that way, but mingw seems even more so). So there
are not as many fixes and patches going upstream (to gcc) as one would
prefer. Also, GCC releases take a while. So while a patch may be
committed now, we won't see that effect until 4.3.0 comes out, which
could still be 2-3 months out.

But, over a longer period of time, yes mingw has steadily improved. You
have to be in it for the long haul to really see it though.
