You should not use borland make on windows. WinAVR comes with it's own make
program (GNU make), which should be used instead of Borland make. Use the
WinAVR Makefile Template that comes with WinAVR; copy it and modify it for your
application. Alternatively you can use MFile that comes with WinAVR to help
generate the makefile for you (which is also based on the WinAVR Makefile
Template). See the WinAVR User Manual for more information.
