So either configure actually queries binutils and I understand the
failure, or something is going wrong in avr-libc.

The "Known MCU names" is what I see in avr-devices.c and it's ok for
avr-gcc to complain. So "avr-gcc has support for attiny2313a... yes"
is at least misleading.
