Yes, -B is required to identify specs directory and startup (crt<device>.o) 
file.

Example:
/mydevices/device-specs/specs-newdevice
                  /crtnewdevice.o
                  /libnewdevice.a

avr-gcc -mmcu=newdevice -B/mydevices

We can use -L option if the library installed in different directory.
