Well, even if you got pnmtopng to compile (which should be possible,
Windows is explicitly mentioned as supported on Netpbm's project
page), you'd still be faced with the problem to get doxygen for
Windows...

That's not very much. ;-)  Netpbm comes with about 150 conversion
tools...

There are a lot more tools required to build the docs.

See Ted's reply.  Btw., we'd need to keep redundant copies of the
files in CVS if we did this (one JPEG and one PNG for each source
image).  Also, since xfig files are basically plain ASCII only, it was
not too difficult to resolve the CVS conflict when Ted and i started
to edit these files simultaneously...
