Details:

Currently few devices are sharing one common header file and few macros
enabled conditionally based on device macros.

This patch adds new header file (iom644a.h) for Atmega644a device instead of
using shared header file.

Also it corrects few bitfield defines (FUSE, PORTx etc). Old definitions are
kept for backward compatibility.
