This actually turned out to be a typo that sneaked in while
implementing the high-voltage support: in stk500v2_program_enable(),
synchloops had been confused with synchcycles. I fixed that, and now
don't have trouble talking to the 2.7 firmware using ISP anymore.
Russel, any chance you could try the CVS version?
