Follow-up Comment #1, bug #18221 (project avrdude):
It's always advisable to run the most recent firmware revision.
Alas, that requires a machine running AVR Studio in order to
upgrade the firmware.
Anyway, did you remember to set the ISP clock to a sane value?
I've also seen AVRISP mkII devices that ship with a really
sloooow default setting. As the setting is remembered in
EEPROM, all it takes is to once connect using terminal mode,
and issue a command like "sck 5".
