As an experiment I have just enabled the online Issue Tracker
system on MathAction. IssueTracker is built-in to the wiki
software (ZWiki) on which MathAction is based. This a simple
and easy to use system. It is not integrated with arch but in
principle it is quite easily modifiable and so we might be able
to do some of the things that you describe above more auto-
magically.

Please take a look at the page:

http://page.axiom-developer.org/zope/mathaction/FrontPage/issuetracker

or you can just go to the MathAction frontpage

http://page.axiom-developer.org/zope/mathaction

and click on "Issues" on the top menu line or the link
"Report Bugs here".

Try it and see how you like it. Some things are very
simple to configure so let me know if you have suggestions.

Regards,
Bill Page.
