[Axiom-developer] fix for occasional failure in pgcd.spad

I have discovered and fixed a bug in
pgcd.spad which occasionally (depending on choices of random substitutions)
could return the wrong gcd. The fix
is simply to comment out one line in gcdPrimitive which was causing the
division tests to be skipped.
I attach a fixed version of pgcd.spad
