Dear William,
I think that the "usual sign convention" is a bad idea. 'myatan2(x,y)' should
return unevaluated, since there is no way of knowing in which quadrant 'x+%i*y'
is. That's why I proposed 'OrderedRing', in which case the answer is clear. We
would have to think of the case of members of 'COMPLEX EXPR INT' where we
happen to know the quadrant.
