Yes, I confirm that I get the same error on my Windows system.

This works on the MathAction server (runs linux RedHat):
\begin{axiom}
)tr Complex
\end{axiom}
\begin{axiom}
complex(0.1::SF,0.3::SF)
\end{axiom}

Please report this a bug (IssueTracker).
