Reduce accepts and generates "content" MathML, not "presentation"
MathML. Most browsers that support MathML are only capable of
rendering the latter. But an XSLT stylesheet described here:

  http://www.mathmlconference.org/2002/presentations/carlisle

shows how to convert content MathML to presentation MathML for
rendering on a browser.
