I think there is a variable to grab additional usepackage commands from
other files, but it's not the default.  I'll look more closely.  Thanks
for the thumbs up on your combine experience Martin, that's good to
hear.

I think I can put together a reasonable test case with the sistyle?
package which formats things according to the NIST formatting rules for
units.  There will be some cases where package load order is important
and we might have to figure out something to take care of that issue,
but I would think it's doable.

My first question is whether this would work for formats beyond dvi,
such as pdf.  Also, it doesn't seem able to produce a "printable" book
which incorporates the individual files.  For online linking it sounds
interesting.

It sounds interesting, but I think my first instinct is to see if
combine can incorporate "usepackage" commands from mulitple files.

I'm not entirely sure, but I think your idea Ralf and the combine
packages goals are slightly different - combine aimes to produce
something you could bind up and sell as a paper archive of a
conference, and your work enables intelligent hyperlinking between dvi
documents.  Am I not understanding properly?
