Follow-up Comment #4:
It now has been made in such a way that it always tries to load the text
regardless of what encoding it is in. The resource may fail to display text
correctly that is not in valid UTF-8 Unicode.
This was thought to be the best solution at this stage, rather than offering
the user to convert the text. Suppose that one loads from a buggy website,
then it keeps offering to convert the text each time it accesses that website.
