Details:

When BE starts, if there are any overlapping windows, they will blink as if
competing for focus.

Actually, I would sometimes like to arrange windows with partial overlap. But
BE seems unhappy about any overlap. If I click on an overlapped window, it
will switch focus back and forth between the other window twice before
settling down.
