Now sure yet if this is a bug in 4.13b, but I picked up a 4.13c from OSU-OSL's Gentoo distfiles. Usually they're reliable. Not sure where they got "c" from, but if it's in your development tree... In it lib/jobs.c produces compile errors: LC_TIME & LC_CTYPE undeclared, even with --disable-nls especially on a system which is not fully i18n enabled. locale command reports everything is POSIX.
