The ]keyb command shows the "canonical" key layout for GNU APL.
It is/was based on the Dyalog layout. But there are a few differences and omissions in the current DyalogAlt.keylayout for Mac.

Starting with the actual Dyalog layout I have added the mappings to the Unicode glyphs mentioned in Blake's email i.e.
χ ⍹ ⍶ ⍷ ⍨ ¥ ⍸ ⍣ ⌷ ⍥ ¢ £ ⍙
Then I compared that layout to the ]keyb one and there are indeed some minor differences
These have now also been corrected. 

So I now have available a GnuAplMacAlt.keylayout that is, with one exception, the same as ]keyb.
The exception is this: ⍙ appears twice in ]keyb at AltShift H and AltShift period.

Presently I have left the AltShift period one there and not yet added the AltShift H.

What is the correct next step to finalize things?

Plus can we come up with a better name for the layout than  GnuAplMacAlt?

I think the GNU APL layout differs a little from the Dyalog layout.  
It would be nice for your Mac setup to match the output of the GNU APL ]keyb command.  
That is what I did with my layout files.
