^C will still have to travel all the way through.  We'll see.

The ability to scroll through previous commands and edit new and previous lines with emacs-like commands (rather than just backspace) was very highly regarded, appreciated, and used by me.

You should be able to use rlwrap to get line history in any application. It should work with GNU APL too.
