[Bug-apl] Missing documentation on quad FIO in info file

Hi,

The section 3.20 of the apl.info is missing documentation on ⎕FIO
commands.
The statement in the beginnig of this section is 
"As of GNU APL 1.6, the native function FILE_IO has been replaced by the
system function ⎕FIO. See the FILE_IO section below for details."

while the section FILE_IO is missing as well. The only way I see to get
the documentation on FIO functions is from the interpreter.

Maybe it is ok to copy this information from Quad_FIO::list_functions to
the info file as well or have a common source like Help.def for them
both?
