Hi there,

Take the following document, and fold it (C-c C-o C-b). There is much
empty space on the screen now. If I now scroll around a little bit
(page-up, page-dn, cursor up, cursor down), Emacs hangs up (100% CPU
usage).

In case you ask why the hell someone would use an empty paragraph
title: It is useful if you logically want a break in your section
(with some paragraphs in advance), but not to name the new
paragraph. So this acts like kind of a structural \bigskip.
