Sigh.  I am getting old.  That should have been all I needed to know,
and you wrote so before.  Sorry for the inconvenience: by reading the
Prerequisites in the installation sections you could have noticed that
Emacs 21.3 on Windows does not support images, and indeed:

^^^^^^^^^^^^^^^^^^

Try getting and installing a current developer version of Emacs:
precompiled versions for Windows are available from
<URL:http://www.crasseux.com/emacs> or <URL:http://nqmacs.sf.net>.  I
don't know which of the two is more up to date currently.
