Instead of changing and saving you can type `C-c C-n' as well.

I had a brief look at it but could not really get hold of the cause.
Interestingly CVS Emacs does not have this problem because latexenc.el
loads the master file (without asking) and pulls in the necessary
styles.  I'll have to take a closer look at what happens in case of
the other Emacsen.
