You are really obsessed with AUCTeX being at fault in some manner.
Please run through circ.tex through LaTeX in a normal command shell
and see what results you get.  Babel _knows_ that the "german"
language options asks for German hyphenation patterns.

Run _any_ document of your own with
\usepackage[german]{babel}
through the `latex' command and see what output you get.
