Yes.  The bitter thing is that presumably \\ should become more
\par-like in columns where \raggedright or similar are active.  But I
think that is not suitable for the current tabular code.

We had at one time one submission of a very smart tabular formatting
mode which needed cleanup and changes of the calling conventions.  It
has been posted to one list, and then the poster lost the time to
pursue the required reorganisation.

Maybe that would be a better starting point, no idea.
