[Bug-AUCTeX] 11.82; C-c C-c suggests BibTeX in document with no bibliography

I type C-c C-c on a document which has no bibliography and AUCTeX
suggests "BibTeX".  No matter what my response to this is, the next
time I type C-c C-c on the document it will again suggest "BibTeX".
Is there a way to turn this off?

It does not happen with all documents, but have not discerned any
pattern yet.
