[Bug-AUCTeX] 11.84; Can't use any ^c- command at the very beginning of a "session"

When I open a .tex file I can't use any ^c- command immediatly; I  
have to use at
least one other non-AUCTeX-specific command, such as ^n to be able to  
use any ^c
command.
