That's a fine goal.  However, AUCTeX is making that choice incorrectly:  it
fails to set variables for files that I am editing.

It seems that the AUCTeX code needs to be corrected to eliminate this
problem.  If there are files that AUCTeX should ignore, then perhaps making
that explicit in the code (or putting it under the explicit control of the
user) would be less error-prone than the current approach, which does not
work for me.
