[Bug-AUCTeX] [Kenichi Handa] Re: Emacs fails to recogize "iso-2022-jp" encoded file

I think this should close the recent complaint about AUCTeX failing to
compile because of not tex-jp.el.

I think we should leave off the proposed coding cookie so that we can
report this problem timely when we see it again.
