Well it's approximately the same thing as the "#ifdef emacs" in
regex.c.
This macro doesn't belong in autoconf. The purpose of the autoconf
built-in macros is not to correct not standard compliant
programs. Their purpose is to deal with the not standard compliant
platforms on which the programs should run. Therefore the macro
belongs in coreutils.
