`-L' doesn't belong to LIBS, the correct command is
LDFLAGS="$LDFLAGS -L${with_pwlib_dir}/${libname}/"
LIBS should contain only -l flags, ordered from the most specific to
the most general (for the sake of static linking). So you usually do:
LIBS="-lfoo $LIBS"
