Well, that's exactly why GNUmakefile has had two recent patches - one to
skip running autoreconf if git-version-gen fails, and the other to look at
the correct .tarball-version file. Unless you intentionally change
.tarball-version, GNUmakefile will now no longer insist on an autoreconf
when run from a tarball, so we have effectively killed the maintainer's
VCS-specific hooks that made 2.62 so hard to redistribute. I still intend
on shipping the complete GNUmakefile as part of 2.63, now that it plays
much more nicely with non-VCS builds and is more mature.
