There's your bug. AC_PROG_CC cannot be AC_REQUIRE'd. This is a known
issue, and still something we don't know how to solve, because AC_PROG_CC
takes optional arguments, which does not interact well with AC_REQUIRE.
But why are you trying to require it anyway? In general, AC_PROG_CC
should have already been expanded prior to calling gl_PRINTF_ENOMEM in the
first place.
