There is no /usr/share/doc/autoconf/autoconf.html file. Instead, one
must install the autoconf-doc package (separately) and then look up
/usr/share/doc/autoconf-doc/autoconf.html.

Thanks for the report. However, this is an issue better reported to your distro, as the upstream autoconf package neither bundles autoconf.html into the release tarball, nor ships a separate autoconf-doc package. In fact, the phrase "be able to access" does not even appear in the upstream autoconf sources. That would be something that your distro has added on after the fact, therefore it is an issue with their packaging.
