Follow-up Comment #18:

We decided to officially desupport Apple's system m4.  Specifically, as of
revision fec8a33d87bbe9f024a31a18642618716b7ad7c9, GNU m4 1.4.8 or later is
required.  After 2.72 the requirement will probably increase all the way to
1.4.16.
